from where can i get the english proficiency test done ?

I just spoke to Mr. Rao - 9819730138
He takes the EPT in Mumbai for Rs. 5000. Send him an SMS with your name and email ID and he will send you an email with all the details.
He will take the test by 11 am and on the same day you can submit the documents in the DGCA Mumbai office for endorsement on your CPL. Come back the next day and take your CPL endorsed with the EPT.

No, you will have to give it face to face. Cant be done over the phone.
Yes, you will have to go to Mumbai for the test. I think he works with Air India although I am not 100% sure.
Just speak to him over the phone.
